Is this the same person as Sam Deercot? TomDCesear is another anagram for Codemaster, but the message doesn't make sense...any ideas?

tom d cesear is an anagram for the codemaster
also the thats odd comment helped us decypher a rot code. but that was a while ago

seeing as though the cm's video hip'd us to tom and the cm doesnt want us to contact him/her, that could only lead to the conclusion that:
1.) tom has access to cm's videos.
2.) tom knows info that we need but is scared to tell us for fear of retaliation to him/her self or eric.
